The Ministry of Communications and Information Technology (“MCIT”) recently announced public consultations on six draft national policies aimed at accelerating Qatar’s digital economy and reinforcing the country’s digital transformation agenda. The draft policies are open for feedback from individuals and stakeholders through the Sharek platform, as part of efforts to build a future-ready, inclusive, and innovation-driven digital ecosystem.
According to the MCIT, the consultation process aims to develop an integrated national policy framework designed to advance digital transformation, stimulate economic growth, and enhance regulatory environments in line with Qatar National Vision 2030.
The MCIT highlighted that broad public participation is essential to formulating more effective and forward-looking digital policies, strengthening regulatory frameworks, and fostering a sustainable digital ecosystem that delivers long-term benefits for both society and the economy.
Among the draft policies open for consultation is the “Regulatory Sandbox Policy”, which proposes a national framework for the design, implementation, and governance of regulatory sandboxes in Qatar. Built on three core pillars—regulatory environment, institutional capacity, and sector development—the policy seeks to encourage regulatory innovation while ensuring robust oversight and supervision.
Additionally, the MCIT invites feedback on the “Lifelong Learning for Digital Skills Policy”, which establishes a national framework enabling individuals to continuously develop digital competencies throughout their lives. The policy outlines structured digital skills pathways, ranging from early education to advanced professional and technical training.
Another key draft policy under review is the “National Artificial Intelligence Policy”, which aims to unify Qatar’s artificial intelligence vision and coordinate national efforts to ensure the ethical, responsible, and sustainable use of AI. The policy is organised around five strategic pillars: digital infrastructure, data and information, human capabilities, institutional capabilities, and AI governance, aligning technological advancement with national priorities and societal values.
The “Internet of Things (“IoT”) Adoption Policy” is another policy open for consultation, focusing on accelerating the secure and large-scale deployment of IoT technologies across the economy. The policy targets high-impact sectors including energy, transportation, healthcare, agriculture, retail, and manufacturing, while emphasising the importance of infrastructure development, national standards, cybersecurity, research, and adaptive governance.
Furthermore, the “Digital Economy Policy”, aligned with Qatar National Vision 2030, the Digital Agenda 2030, and the Third National Development Strategy, outlines Qatar’s ambition to position itself as a leading global digital economy by 2030. The policy identifies innovation, digital infrastructure, digital skills, and effective governance as the main drivers of sustainable and inclusive digital growth.
The MCIT has also released the draft “National Digital Inclusion Policy”, which envisions a digitally inclusive society in which all individuals—regardless of age, gender, income, or ability—can access and benefit from digital technologies. The policy aims to strengthen digital trust, reduce socioeconomic disparities, and empower vulnerable groups to participate fully in the digital economy and society.
The MCIT has encouraged all concerned individuals and entities to review the draft policies and submit their feedback through the Sharek platform in accordance with the consultation guidelines.
